Uttar Pradesh Micro, Small & Medium Enterprises Promotion Policy 2022

Overview

The Uttar Pradesh MSME Promotion Policy 2022 aims to create a business-friendly ecosystem to promote the development of micro, small, and medium enterprises in the state. The policy is designed to stimulate employment generation, increase investment in the state, and enhance the competitiveness of MSMEs across diverse sectors.

The state government has identified priority sectors, and the policy is aimed at providing fiscal and non-fiscal support for setting up MSMEs and helping them scale up.

Key Features & Benefits for Entrepreneurs
  • Subsidy for New MSME Units:
    New MSME units will receive capital subsidies ranging from 20% to 50% of the total capital investment, depending on the location and nature of the industry.
    Maximum cap: Subsidies can be up to ₹1 crore for certain sectors.
    (Specific incentives for industries like agro-processing, manufacturing, etc.)

  • Land & Infrastructure Support:
    MSMEs are eligible for land subsidy in industrial zones or parks. For units set up in Backward Districts, the government offers additional support in terms of infrastructure and development.

  • Interest Subsidy & Financial Assistance:
    MSMEs in the state can access interest subvention on loans taken for working capital, machinery, and development.
    The interest subsidy can be up to 5% for a period of 5 years. The scheme also supports access to soft loans for working capital.

  • Power Subsidy:
    The policy offers power tariff subsidies for MSMEs, particularly those located in backward and underserved areas, to reduce operational costs. The subsidy is up to ₹1 crore per year depending on the energy consumption.

  • Skill Development & Training:
    The government will partner with industry associations and educational institutions to provide training programs for the upskilling of employees in the MSME sector. These programs will be aimed at increasing efficiency and enhancing the quality of output.

  • Tax Exemptions:
    MSMEs in Uttar Pradesh can also benefit from exemptions or reductions in GST and other state taxes for a fixed period post-establishment. This is designed to ease the initial financial burden for newly established businesses.

  • Ease of Doing Business:
    Uttar Pradesh aims to improve its Ease of Doing Business ranking by reducing administrative barriers, simplifying licensing procedures, and implementing digital interfaces for all business-related processes.
    A Single Window Clearance System will be set up to ensure faster processing of permits and approvals for MSMEs.

The Uttar Pradesh government has identified key sectors that will be given priority under this policy:

  7. Food Processing & Packaging

Eligibility & How to Apply
  • Eligibility Criteria:

    • The scheme is open to new MSMEs as well as those undergoing modernization or expansion.

    • MSMEs must be registered with Udyam or possess the required industrial licenses.

    • Businesses should be compliant with environmental norms and other industry regulations.

  • Application Process:

    • MSMEs can apply through the Uttar Pradesh MSME Department’s online portal.

    • Applications must be supported with detailed business plans, project reports, and required documentation (e.g., registration certificates, financials).

    • Upon application, the projects will be reviewed and evaluated based on job creation potential, investment size, and value-added impact.


Support for Existing MSMEs

Existing MSMEs looking to expand or modernize can avail themselves of several benefits under the MSME Promotion Policy 2022, such as:

  • Financial Assistance for Technological Upgradation:
    MSMEs investing in modern technology and automation can receive grants or subsidized loans to help them enhance productivity and efficiency.

  • Assistance for Export-Oriented MSMEs:
    MSMEs focusing on exports will get subsidies for certifications, marketing support, and product development assistance to enhance their competitiveness in the global market.


Implementation & Monitoring

The Uttar Pradesh MSME Promotion Policy 2022 will be overseen by a State-Level Implementation Committee formed by the MSME Department. This committee will be responsible for:

  • Reviewing and approving projects for financial assistance.

  • Ensuring proper monitoring and evaluation of the performance of MSMEs under the scheme.

  • Coordinating between stakeholders like local industries, financial institutions, and government departments to ensure smooth implementation of the policy.


Additional Incentives
  • Women Entrepreneurs: Additional incentives will be provided to women-led businesses, including an extra 10% subsidy on machinery and equipment costs.

  • Backward Districts: MSMEs located in backward and underdeveloped areas will get additional subsidies and priority access to infrastructure development programs.

  • Environmental Sustainability: The policy also encourages green manufacturing practices, offering financial support for eco-friendly technologies.
