TS-PRIDE (Telangana State Program for Rapid Incubation of Dalit Entrepreneurs)

Overview

The Telangana State Program for Rapid Incubation of Dalit Entrepreneurs (TS-PRIDE) is a flagship initiative by the Government of Telangana to promote entrepreneurship among Dalit (SC) communities.
It is part of the state’s inclusive industrial policy framework that aims to ensure social equity and economic empowerment through entrepreneurship and industrial participation.

TS-PRIDE focuses on developing first-generation Dalit entrepreneurs, supporting them with financial incentives, infrastructure, skill development, and market linkages to establish and scale successful enterprises.
It works in close coordination with the Telangana Industrial Policy, T-IDEA incentive scheme, and the Telangana State Industrial Infrastructure Corporation (TSIIC).

Key Features & Incentives for Dalit Entrepreneurs

Under TS-PRIDE, eligible Dalit entrepreneurs can access a wide range of benefits and supports:

1. Land Allotment and Infrastructure Support

  • Preferential allotment of plots/sheds in TSIIC Industrial Parks exclusively earmarked for Dalit entrepreneurs.

  • 75% subsidy on the cost of land (subject to ceilings) for establishing industrial units.

  • Access to developed plots with ready infrastructure such as roads, power, water, and drainage.

2. Capital Investment Subsidy

  • 35% investment subsidy on fixed capital investment (plant & machinery, building, etc.) up to a maximum of ₹75 lakh per unit.

  • For women SC entrepreneurs, the subsidy may go up to 40% (as per category and project scale).

3. Power Tariff & Utility Subsidies

  • Power cost reimbursement of ₹1.50 per unit for 5 years.

  • 100% stamp duty reimbursement on land/shed purchase or lease deeds.

  • Reimbursement of SGST (State GST) for 5 years from the date of commercial production.

4. Financial Assistance & Credit Support

  • Margin money subsidy and interest subvention on term loans through coordination with banks and financial institutions.

  • The state also facilitates access to loans under SC/ST Entrepreneur Development Funds and National Scheduled Caste Finance & Development Corporation (NSFDC) schemes.

5. Training, Mentorship & Incubation

  • Establishment of Entrepreneurship Development Centres (EDCs) and Rapid Incubation Hubs for Dalit entrepreneurs across districts.

  • Training on business planning, financial management, marketing, and production technology.

  • Mentorship support from industry associations and successful business owners.

6. Procurement & Marketing Support

  • Mandate for minimum 20% procurement preference for Dalit-owned enterprises in state government departments and PSUs.

  • Participation in industrial expos, trade fairs, and marketing events to promote Dalit-made products.

  • Assistance in obtaining quality certifications, branding, and e-commerce onboarding.


Eligibility Criteria

To qualify under the TS-PRIDE scheme, business owners must meet the following:

  • Applicant Category: Must belong to the Scheduled Caste (SC) community.

  • Entity Ownership: The enterprise should be 100% owned and controlled by SC entrepreneur(s).

  • Business Type: Manufacturing, processing, or service enterprises registered as MSMEs.

  • Location: The unit must be located within Telangana.

  • Registration: The enterprise should be registered under Udyam (MSME) and possess necessary clearances (industrial, pollution, power, etc.).


How to Apply
  1. Register Your Enterprise

    • Obtain Udyam registration and necessary statutory clearances (industrial license, land allotment approval, etc.).

  2. Submit Application

    • Apply through the Telangana State Industries Department portal or TS-iPASS (Telangana State Industrial Project Approval and Self-Certification System).

    • Attach supporting documents (SC certificate, project report, business plan, financial details, etc.).

  3. Project Appraisal

    • Applications are evaluated by the District Industries Centre (DIC) or the State-Level Committee based on viability, employment potential, and investment.

  4. Sanction & Implementation

    • Once approved, the entrepreneur receives a sanction letter for financial assistance and other benefits.

    • The project must commence operations within the defined period to claim incentives.


Special Provisions for Dalit Women Entrepreneurs
  • Higher capital subsidy (up to 40%) and additional interest subsidy.

  • Dedicated industrial parks and incubation centres for women SC entrepreneurs.

  • Priority in allotment of land, loans, and training slots.


Monitoring & Implementation
  • The Department of Industries & Commerce, Government of Telangana is the nodal agency for TS-PRIDE.

  • The Telangana State Industrial Infrastructure Corporation (TSIIC) oversees land allocation and infrastructure support.

  • A State Level Monitoring Committee ensures timely disbursement of benefits, capacity building, and effective grievance redressal.
