Meghalaya Procurement Preference Policy for Micro & Small Industries

Overview

The Government of Meghalaya has adopted a procurement preference policy specifically for micro and small enterprises (MSEs) in the State, under which eligible local MSEs gain preference in government purchases of goods / services.

This policy is designed to strengthen the foothold of local manufacturing / service MSEs in public procurement, enhance competitiveness, and stimulate local entrepreneurship and employment.

  • Registered MSEs in Meghalaya under the policy receive priority in government tenders for supply of goods or services to State departments / agencies.

  • The policy sets defined service delivery timelines for registration under the policy — e.g., registration recommendation within 15 days at district C&I centre.

  • Price preference / preferential terms in tenders may apply (via the earlier Preferential Stores Purchase Rules, 1990) — e.g., units registered under MSPS Rules entitled to up to 10% price preference.

Eligibility & What You Should Know
  • Your enterprise must be registered under the official registration mechanism for MSEs in Meghalaya (application form available under Annexure‑C of policy) and must qualify as a micro or small enterprise.

  • The enterprise should be operational/manufacturing or providing services, located in Meghalaya, and meet the criteria set out in the policy.

  • The preference status applies when the procurement is by State government departments / institutions / undertakings under the policy rules.

  • Even though preference is granted, standard tender conditions (qualifications, quality, timelines, competitiveness) apply — you must be capable of supplying as per contract.

  • The policy reference indicates use of this procurement preference by eligible manufacturing units in conjunction with other industrial policies of the State.


Steps / Process to Avail
  1. Download the application form for registration under the policy (see annexure). investmeghalaya.gov.in

  2. Submit the form to your District Commerce & Industries Centre / Directorate of Commerce & Industries (as per the policy) with requisite documents (enterprise details, registration, address, category micro/small, etc.).

  3. Await registration approval: policy says recommendation and registration should be completed within 15 working days. Meghalaya Government Portal

  4. Once registered, in tenders issued by State departments where MSEs are eligible, claim the preference under the policy by specifying registration status.

  5. Maintain compliance (manufacturing/service status, registration renewal, performance) to retain eligibility for preference in procurement.

  • The actual volume of procurement via this route may depend on departmental budgets and tender opportunities — do not rely solely on this channel for major business.

  • Ensure you understand the tender documents, specification compliance, performance security, supply chain logistics — preference only addresses part of the competitive challenge.
