Mukhyamantri Swarojgar Yojana (Chief Minister Self-Employment Scheme) – Madhya Pradesh

Overview

The Mukhyamantri Swarojgar Yojana (MMSY) is a flagship initiative of the Government of Madhya Pradesh aimed at promoting self-employment and entrepreneurship among the state’s youth and small business aspirants.
The scheme provides financial assistance, including bank-linked loans and subsidies, to help individuals start micro, small, and medium enterprises (MSMEs) in both the manufacturing and service sectors.

It seeks to reduce unemployment, promote rural and semi-urban entrepreneurship, and encourage local production and economic independence.


Key Features & Benefits for Business Owners
  • Financial Assistance for New Businesses

    • Entrepreneurs can get bank-linked loans to start or expand their business.

    • The scheme covers projects up to ₹50 lakh for manufacturing units and ₹25 lakh for service sector businesses.

  • Government Subsidy Support

    • The State Government provides a margin money subsidy on approved project costs.

    • Subsidy percentage depends on the entrepreneur’s category and location:

      • General Category: 15% subsidy (up to ₹12,000)

      • Scheduled Caste/Scheduled Tribe/OBC/Women/Disabled: 30–35% subsidy (up to ₹20,000–₹30,000)

      • Special Category or Rural Area Projects receive higher assistance.

  • Collateral-Free Loans

    • Many small projects are eligible for collateral-free loans under CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises).

  • Sector Flexibility

    • Open to entrepreneurs across a wide range of sectors — manufacturing, services, trade, and small industries.

  • Interest Subsidy

    • Eligible businesses receive interest subsidy support for a specific period, reducing repayment pressure in the early years of business.

  • Employment Focus

    • Designed to help entrepreneurs generate self-employment and create jobs for others in their local community.


Eligibility Criteria

To qualify under the Mukhyamantri Swarojgar Yojana, applicants must meet the following criteria:

  • Age: Must be between 18 and 45 years.

  • Residency: Applicant must be a permanent resident of Madhya Pradesh.

  • Business Type:

    • Must propose a new business venture or expansion of an existing micro/small enterprise.

    • The project should be commercially viable.

  • Employment Status: Applicant should not be employed in a government or private job at the time of application.

  • Credit Record: Should not be a defaulter with any nationalized or cooperative bank.


How to Apply
  1. Online Registration

    • Visit the official portal: mmsy.mp.gov.in

    • Register yourself by providing personal details, Aadhaar number, and contact information.

  2. Submit Business Proposal

    • Upload a detailed project report or business plan specifying capital investment, employment generation, and projected turnover.

  3. Document Upload

    • Required documents include:

      • Aadhaar Card and Residence Proof

      • Caste Certificate (if applicable)

      • Passport-size Photos

      • Educational Qualification Certificates

      • Project Report

      • Bank Account Details

  4. Bank Sanction & Subsidy Processing

    • The District Task Force Committee (DTFC) evaluates your application.

    • Once approved, the loan is sanctioned by a bank, and the government releases the subsidy/margin money portion directly to your account.

  5. Start Business Operations

    • After receiving funds, the entrepreneur must commence business activities within the stipulated time frame.


Important Considerations for Business Owners
  • Business Viability

    • Your business plan must demonstrate feasibility and sustainability. Poorly planned proposals may get rejected.

  • Subsidy Disbursement

    • The subsidy component is credited only after loan approval and project verification.

  • Timely Repayment

    • Maintain regular repayment of your bank loan to stay eligible for continued government support and avoid being marked as a defaulter.

  • Priority Sectors

    • Special preference is given to businesses in rural areas, women-led enterprises, and industries aligned with local resources such as food processing, textiles, handicrafts, and agriculture-based units.

  • Skill Training

    • Applicants may be recommended to undergo entrepreneurship development or skill training before final approval.
