MSME Scale-Up Mission (Mission 1000) – Kerala

Overview

The “Year of Enterprises 3.0” is the third edition of the flagship initiative by the Government of Kerala aimed at boosting entrepreneurship and MSME formation in the state. 

  • Target: To establish at least 1,00,000 new MSMEs in the financial year 2024-25.

  • Builds on previous editions (2022-23 as “Year of Enterprises 1.0” and 2023-24 as “Year of Enterprises 2.0”).

  • Focus not just on quantity of enterprises but also on their sustainability, support systems, and stronger ecosystem.


Key Objectives
  • Create 1 lakh new MSMEs in 2024-25.

  • Provide financial support, marketing support and skill/knowledge enhancement for entrepreneurs.

  • Ensure sustainability of the newly-formed enterprises: aim that at least 70% of new MSMEs operate successfully, with around 5% growth in turnover of new units.


Major Activities & Timeline for Business Owners

The initiative lays out key campaigns and phases through the year:

  1. Planning & Awareness (April-June 2024)

    • District-wise target setting, review meetings, orientation campaigns for entrepreneurs.

  2. Loan, License & Subsidy Campaign (July-Sept 2024)

    • Campaigns at local body level to provide support regarding loans, licenses, subsidies.

  3. Marketing Campaign at Local Body Level (Oct-Dec 2024)

    • Promote products/services of MSMEs via media campaigns; improve market link for new enterprises.

  4. Mentoring, Networking & Confidence Building (Jan-Mar 2025)

    • Launch of mentorship systems, MSME networking portal, regular meets for entrepreneurs.

  • Under Year of Enterprises 1.0 (FY 2022-23): ~1,39,839 new units; investment ~₹8,421.6 crore; employment ~3 lakh.

  • Under Year of Enterprises 2.0 (FY 2023-24): ~1,03,595 new units; investment ~₹7,048.65 crore; employment ~2,18,178.

  • For Year of Enterprises 3.0 (as of Nov 25 2024): ~86,875 new units; investment ~₹5,671.46 crore; employment ~1,82,036.
