Jharkhand MSME Policy 2023

Overview

The Government of Jharkhand has approved (in 2023) a dedicated MSME policy aimed at strengthening the micro, small and medium enterprise (MSME) ecosystem in the state.
Key goals include: boosting employment, promoting industrial diversification, encouraging new start-ups and renovation of existing enterprises, and making the state more attractive for investment in the MSME sector.
The policy proposes structural reforms such as setting up a dedicated Directorate for MSMEs at the State level and a District MSME Centre (DMC) in every district for facilitating entrepreneurs.

Incentives

  • Comprehensive Project Investment Subsidy (CPIS)
    Micro, Small and Medium units are offered investment subsidies: e.g., for micro units up to ₹1 crore, small up to ₹5 crore, medium up to ₹10 crore.

  • Additional Incentive for Under-represented Groups
    Enterprises owned by SC/ST, women or differently-abled persons get an additional 5% subsidy on top of base incentives.

  • Interest Subsidy on Bank Loans
    New MSMEs with timely repayment of loans may receive interest subsidy of ~5% per annum (for up to 5 years) from the date of commercial production. Limits apply (e.g., up to ₹25 lakh for micro units) in draft proposals.

  • Stamp Duty / Registration Fee Exemptions
    100% reimbursement of stamp duty & registration fee for land directly purchased from raiyats or through consent award is proposed.

  • Support for Quality Certification, Patents & Exhibitions
    Grants for product certification (up to about ₹10 lakh) and for patents (up to about ₹10 lakh) as well as support for participating in exhibitions (e.g., ₹4 lakh for an exhibition; ₹50,000 for airfare for international exhibition) are included.

  • Ease of Doing Business & Institutional Support
    Creation of the Directorate and District MSME Centres (DMCs) to provide single-window facilitation, Udyam registration support, training & clusters.


Eligibility & What You Should Know
  • The policy classifies enterprises into:

    • Micro: investments up to ~₹1 crore (as per draft)

    • Small: up to ~₹10 crore investment (in draft)

    • Medium: up to ~₹50 crore investment and turnover up to ~₹250 crore (in draft)

  • The enterprise should be registered / located in Jharkhand, and likely meet the criteria for new units or expansion/modernisation of existing units, depending on scheme details.

  • To avail benefits: you may have to be registered under the relevant state scheme, meet employment or investment thresholds, fulfil documentation and deadlines.

  • Some exclusions apply: Certain industries may not be eligible for fiscal incentives under the policy (though the full list would require checking the detailed guidelines).

  • The infrastructure for facilitation (Directorate/DMCs) is proposed but may need time to become fully operational — factor in transitional implementation.
