The Gujarat MSME Policy 2019 is a landmark initiative by the Government of Gujarat to accelerate the growth of Micro, Small, and Medium Enterprises (MSMEs) in the state. Recognizing the vital role MSMEs play in driving economic growth, creating jobs, and fostering innovation, the policy aims to support and nurture enterprises through various financial incentives, technology upgradation schemes, infrastructure support, and capacity-building initiatives. With a focus on sectors like textiles, electronics, food processing, and automotive manufacturing, the policy is designed to make Gujarat a global hub for MSMEs.
By offering a wide range of benefits, the Gujarat MSME Policy 2019 encourages inclusive entrepreneurship and ensures that businesses of all sizes, especially women and rural entrepreneurs, have access to the resources they need to succeed.
Objectives of the Gujarat MSME Policy 2019
The primary objectives of the Gujarat MSME Policy 2019 are:
Foster industrial growth by providing financial and infrastructure support to MSMEs.
Encourage innovation by enabling access to modern technology, machinery, and automation.
Promote job creation by supporting the establishment and expansion of MSMEs across diverse sectors.
Facilitate ease of doing business with simpler regulatory procedures and digital governance tools.
Support inclusive entrepreneurship, with a focus on encouraging participation from women, youth, and marginalized communities.
1. Financial Incentives and Subsidies
A) Capital Investment Subsidy
Micro Enterprises:
30% subsidy on capital investment (up to ₹25 lakh) for new MSMEs set up in the state.
Small Enterprises:
25% subsidy on capital investment (up to ₹50 lakh).
Medium Enterprises:
20% subsidy on capital investment (up to ₹1 crore).
Limit on Capital Investment Subsidy: The subsidy limit depends on the scale of the enterprise, as mentioned above.
B) Interest Subsidy
Rate of Interest: The Gujarat government provides an interest subsidy of 7% on loans up to ₹50 lakh for new MSMEs.
Maximum Subsidy Period: The interest subsidy is available for a maximum period of 5 years.
C) Employment Generation Subsidy
The policy offers an employment generation subsidy of ₹2,500 per employee per month for new MSMEs in the manufacturing sector.
The maximum subsidy is available for 3 years for each new employee hired.
The subsidy is capped at a maximum of 100 employees per unit.
2. Infrastructure Development Subsidies
Land Acquisition: The Gujarat government provides incentives for MSMEs setting up in backward regions or industrial parks. Some of the incentives include:
Land at concessional rates (varies by location and sector).
Infrastructure Support: Up to ₹10 lakh for industrial infrastructure development (e.g., for water, power, drainage).
Common Facility Centers (CFCs): Financial assistance up to 50% of the project cost (with a cap of ₹50 lakh) for setting up CFCs in the MSME clusters.
3. Technology Upgradation
Subsidy on Technology Adoption: MSMEs are given 50% subsidy on technology upgradation, subject to a cap of ₹20 lakh.
This includes subsidies for equipment, software, and any machinery necessary for modernizing production capabilities.
4. Tax Benefits and Exemptions
Stamp Duty Exemption: MSMEs are eligible for 100% exemption from stamp duty for registration of new businesses and agreements related to business expansion.
VAT/CST Refunds: MSMEs are eligible for VAT and CST refunds under certain conditions. The Refund period can vary, but refunds are usually processed within 90 days.
5. Women Entrepreneur Support
Subsidies for Women Entrepreneurs: Women-owned MSMEs can receive 10% additional subsidy on the capital investment subsidy (with the same caps for micro, small, and medium enterprises).
Financial Assistance: MSMEs led by women can apply for loans with lower collateral requirements, and they may also be eligible for higher interest subsidies.
6. Support for Export-Oriented MSMEs
MSMEs in the export sector are eligible for:
Up to 5% interest subsidy on loans for export-related activities.
Subsidy for participating in international trade fairs: MSMEs can receive 50% subsidy on participation fees for international trade fairs, capped at ₹5 lakh.
Freight Subsidy: Subsidy up to 10% of the freight charges for export products.
7. Skill Development Initiatives
The policy also emphasizes skill development for MSME workers:
50% subsidy on the cost of skill development programs, capped at ₹1 lakh per enterprise.
MSMEs can partner with training institutes, and the subsidy covers training costs for both entrepreneurs and their workforce.
8. Special Focus on Backward Areas
MSMEs set up in backward or tribal areas are provided with:
Subsidies on capital investment, which can go up to 50% higher than standard subsidies available for MSMEs in developed regions.
Additional infrastructure support of up to ₹20 lakh for enterprises in these areas.
9. Financial Assistance for Marketing and Branding
MSMEs are eligible for up to 50% of the cost (capped at ₹3 lakh) for market development activities, such as branding, advertising, and building market linkages.
Support for participating in international expos and trade fairs is also available, with subsidies up to ₹5 lakh.
10. Financial Support for R&D and Innovation
MSMEs involved in research and development (R&D) can get a subsidy of up to 50% of the R&D costs, subject to a maximum of ₹25 lakh.
11. Other Key Provisions
Single Window System: MSMEs can avail of all necessary approvals and clearances through a single window system within 30 days.
Self-Certification: MSMEs are allowed to self-certify compliance with certain regulations, reducing the need for third-party inspections and approval delays.
Credit Guarantee Scheme: The policy includes a Credit Guarantee Fund to reduce risk for financial institutions lending to MSMEs, making it easier for them to secure loans.
