MSME Innovative Scheme
The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, has launched the MSME Innovative Scheme as a comprehensive initiative to foster innovation, facilitate design interventions, and protect intellectual property within the MSME sector. This integrated scheme is a convergence of three erstwhile standalone sub-schemes—Incubation, Design, and Intellectual Property Rights (IPR)—aimed at creating a robust ecosystem for nurturing ideas into commercially viable ventures.
Objective
The primary objective of the MSME Innovative Scheme is to transform innovative ideas into successful business models through support for idea validation, prototype development, product design, and IPR facilitation. This will enable MSMEs to become competitive in domestic and global markets and emerge as National and International Champions.
Components of the Scheme
1. Incubation
Support for the development of innovative business ideas through recognized Host Institutions (HIs), including technical institutions, R&D centres, and MSME-DIs.
Financial assistance up to ₹15 lakh per approved idea.
Infrastructure support of up to ₹1 crore for procurement of plant and machinery to strengthen incubation facilities.

2. Design
Promotes design expertise for MSMEs through collaboration with design institutions and professionals.
Two categories of support:
Design Projects for individual MSMEs: Financial assistance up to ₹40 lakh (75% for micro; 60% for small/medium enterprises).
Student Design Projects: Financial support up to ₹2.5 lakh per project.
Disbursement of funds in three phases: 40% at concept strategy, 30% at detailed design, and 30% post-prototype development.

3. Intellectual Property Rights (IPR)
Reimbursement for registration of intellectual property including patents, trademarks, GI, and designs.
Up to ₹5 lakh for foreign patents.
Up to ₹1 lakh for domestic patents.
₹2 lakh for Geographical Indication (GI).
₹15,000 for design registration.
₹10,000 for trademark registration.
Establishment of Intellectual Property Facilitation Centres (IPFCs) through MSME-DIs, industry bodies, academic institutions, and NGOs.

Equity Support
To promote the commercialization of innovations, the scheme also provides for equity support of up to ₹1 crore through a fund managed by the Small Industries Development Bank of India (SIDBI).

Eligibility
All registered Micro, Small and Medium Enterprises (MSMEs) with a valid Udyam Registration.
Recognized academic/R&D institutions and Host Institutions for incubation support.
Design consultants and students affiliated with accredited institutions for the Design component.
IP registration applicants must be MSMEs or supported institutions/entities as specified.
