The MSME Scale-Up Mission, also known as Mission 1000, is a flagship initiative of the Government of Kerala under the Department of Industries & Commerce.
The mission aims to scale up 1,000 selected MSMEs in Kerala to reach an average turnover of ₹100 crore each within four years.
It forms part of the state’s Year of Enterprises 2.0 initiative, launched in April 2023.

• Strengthen Kerala’s MSME sector by enabling high-potential enterprises to become large-scale industries.

• Promote industrial growth, exports, and job creation.

• Support existing MSMEs through targeted funding, professional guidance, and mentoring.

Who Can Apply

To be eligible, your enterprise must meet these key conditions:

• Registered MSME in Kerala with valid UDYAM registration.

• Operational for at least three years as of 31 March 2023.

• Engaged in manufacturing or services (purely trading businesses are not eligible).

• Must demonstrate potential for scale-up based on turnover, profitability, capacity, and export prospects.

Selected enterprises under Mission 1000 receive financial and operational assistance designed to fuel rapid expansion:

• 💰 Capital Investment Subsidy – Up to 40% of eligible expansion cost, capped at ₹2 crore (₹200 lakh).

• 📊 DPR Preparation Assistance – Reimbursement of up to ₹1 lakh for preparing a detailed scale-up project report.

• 🏦 Interest Reimbursement – Up to 50% of interest paid on working-capital loans, capped at ₹50 lakh.

• 🤝 Dedicated Officer Support – Each enterprise is assigned a government officer for one-on-one hand-holding.

• 🪙 Priority Access – Selected enterprises receive priority consideration under all other state MSME schemes and incentives.

Selection Process

1. Online Application – Submit details such as investment, turnover, profits, and employee strength on the official portal.

2. Scoring & Evaluation – A data-based scoring process ranks enterprises on measurable business parameters.

3. Shortlisting & Approval – The State-Level Approval Committee (SLAC) finalises the list of selected MSMEs.

4. DPR Submission – Each chosen enterprise prepares a scale-up plan outlining its growth roadmap for four years.

5. Implementation & Monitoring – Enterprises receive support, subsidies, and continuous guidance from the Industries Department.
