Gujarat Export Policy 2025

Overview

The Gujarat Export Policy 2025 is a comprehensive framework introduced by the Gujarat government to boost the state’s exports, promote international trade, and enhance its global market share. The policy aims to create an export-friendly environment for businesses, with a focus on increasing export volumes, diversifying export products, and improving Gujarat’s position in global trade.

The Gujarat Export Policy 2025 provides a series of incentives, infrastructure development programs, and market access opportunities for businesses involved in export-oriented activities. It emphasizes sustainability, innovation, and the creation of employment through exports.

Key Features:
1. Objective of the Policy

The primary objectives of the Gujarat Export Policy 2025 are:

  • To increase Gujarat’s share in national exports and improve its ranking as a major export hub in India.

  • To diversify export products from traditional sectors to emerging areas like electronics, renewable energy, biotech, agriculture, and textiles.

  • To facilitate ease of doing business for exporters and reduce the barriers that hinder export growth.

  • To support MSMEs, startups, and women entrepreneurs in expanding their reach to global markets.


2. Key Incentives and Subsidies under the Policy

A) Financial Incentives for Exporters

  1. Export Incentive Scheme:

    • The Gujarat Export Policy 2025 introduces an Export Incentive Scheme that provides financial assistance to exporters based on their export turnover.

    • The incentive is designed to encourage export growth and market diversification.

    • The incentive structure is as follows:

      • Up to ₹1 crore for annual export turnover up to ₹50 crore.

      • ₹1 crore to ₹3 crore for export turnover exceeding ₹50 crore, based on incremental growth.

  2. Interest Subsidy on Export Loans:

    • Exporters can avail of an interest subsidy of 5% on loans for export-related activities.

    • The subsidy is applicable for working capital loans and term loans (up to ₹1 crore).

    • Maximum Subsidy Period: The interest subsidy will be provided for a maximum period of 5 years.

  3. Capital Subsidy for Exporters:

    • Export-oriented businesses, especially manufacturers, are eligible for a capital subsidy of up to 20% on investments made in machinery or equipment used in the production of export goods.

    • The maximum capital subsidy is capped at ₹50 lakh per enterprise.

  4. Duty Drawback and Refunds:

    • The policy promotes the Duty Drawback Scheme for exporters. It offers refunds of customs duty on inputs and materials used in export production.

    • Refunds are processed quickly through the Single Window Clearance System.


B) Export Infrastructure and Support

  1. Export Infrastructure Fund:

    • The Gujarat government will provide infrastructure support for setting up export-related facilities such as warehouses, cold storage, and packaging units.

    • Financial Assistance: Exporters can receive 50% subsidy on the cost of setting up export-oriented infrastructure, with a maximum subsidy of ₹2 crore.

    • Special focus is placed on port connectivity and logistics support to reduce export transportation costs.

  2. Logistics and Transportation Subsidy:

    • Exporters will be provided with subsidies on logistics costs, including transportation and warehousing, to lower their operational expenses.

    • A 5% subsidy is offered for shipping charges for bulk exports and up to 10% subsidy for smaller shipments.

    • Exporters using rail transport to ports will get additional subsidies to encourage green logistics practices.

  3. Port Infrastructure Development:

    • The Gujarat government will continue to develop and enhance its port infrastructure to improve handling capacities, storage facilities, and customs clearance systems at key ports like Kandla, Mundra, and Surat.

    • New Export Zones will be set up around these ports to facilitate easier access for exporters to global markets.


C) Tax and Regulatory Benefits

  1. State GST Exemption for Exporters:

    • 100% exemption from state GST is provided on goods and services that are part of export transactions.

    • The exemption applies to goods manufactured in Gujarat and sold to international buyers.

  2. Stamp Duty Exemption:

    • Exporters setting up or expanding their business in the state are eligible for 100% exemption from stamp duty on the registration of documents like lease agreements, loan documents, and property transactions related to their business.

  3. Ease of Export Documentation:

    • The policy offers simplified export documentation and customs procedures to ensure smooth and quick export processing.

    • Single Window Clearance System: This system allows exporters to get clearance, permits, and approvals for their goods through a single online platform.

    • Self-Certification: Certain industries may be allowed to self-certify compliance for certain regulations, reducing the dependency on inspections.


D) Export Market Development

  1. Subsidies for International Trade Fairs and Expos:

    • The Gujarat government will provide 50% subsidy for startups and MSMEs participating in international trade fairs and expos.

    • The maximum subsidy is capped at ₹10 lakh per year per startup.

    • Exporters can also get financial assistance for setting up booths and marketing materials at international events.

  2. Market Access Promotion:

    • Promotion of New Export Markets: The policy includes efforts to identify and develop new export markets for Gujarat-based businesses, including those in Africa, Latin America, and Southeast Asia.

    • Exporters will be given market intelligence and training to help them navigate foreign markets and expand their customer base.


E) Focus on Specific Sectors for Export Promotion

The Gujarat Export Policy 2025 identifies several priority sectors where the state will focus its efforts to increase exports. These include:

  1. Agriculture and Agro-Processing:

    • Support for the export of processed food products, agriculture produce, dairy, and spices.

    • Cold storage subsidies and quality certification to meet international standards.

  2. Electronics and Electrical Equipment:

    • Incentives for electronics manufacturers, especially in consumer electronics, mobile phones, and renewable energy products (solar panels, wind turbines).

    • Support for R&D, technology upgradation, and design innovation.

  3. Textiles and Garments:

    • Special focus on the export of textiles, garments, and home textiles.

    • Subsidies for machinery, lab testing (for quality certification), and marketing expenses.

  4. Pharmaceuticals and Chemicals:

    • Gujarat has a strong pharmaceutical industry, and the policy aims to support generic drug exports, biotech products, and chemicals by providing subsidies for clinical trials, packaging, and regulatory certifications.

  5. Renewable Energy:

    • Promotion of solar energy products, including solar panels and solar equipment, and wind energy turbines.

    • Export of renewable energy technologies to global markets, especially in developing countries.


F) Support for Women Entrepreneurs

  • Women-led Export Businesses: The policy offers 10% additional financial support for women entrepreneurs involved in export businesses.

  • Women exporters are also given priority for subsidies related to international market access, training programs, and exposure to global trade networks.


3. Monitoring and Implementation

The Export Promotion Council of Gujarat (EPCG) will oversee the implementation and monitoring of the Export Policy 2025. The council is responsible for:

  • Ensuring that incentives are distributed fairly and efficiently.

  • Providing guidance to exporters through training sessions and workshops on export procedures and regulations.

  • Regular assessment and feedback to improve the policy’s provisions.


4. Key Outcomes Expected from the Policy

The Gujarat Export Policy 2025 seeks to achieve the following outcomes:

  • Increase Gujarat’s export volume by at least 50% by 2025.
